FİNANCİAL TİMES DEUTSCHLAND: "BARIŞ MOTORU AVRUPA"

     BERLİN, 10/08(BYE)--- Tirajı günde 100 bin 860 olan

liberal eğilimli Financial Times Deutschland gazetesinin

10 Ağustos 2005 tarihli sayısında, yukarıdaki başlık

altında yayımlanan, Avrupa Merkez Bankasının vefat eden

eski Başkanı Wim Duisenberg'in ölümünden kısa bir süre

önce kaleme aldığı makalenin özet çevirisi şöyledir:

     --Avrupa Ortak Para Birliği Alman Birliğinin Bedeli

       Değildi, Aksine Avrupa'nın Siyasi Bir Projesiydi...

       Bu Süreklilik İçinde Türkiye de Entegre Edilmelidir--

     Avrupa Para Birliğinin eleştiricileri, siyasi birlik

olmadan bu birliğin başarısızlığa mahkum olduğuna işaret

ediyorlar. Çıkarttıkları sonuca katılmakla beraber,

izledikleri yola katılmıyorum. Zira ortak para birimi avro,

başarısını AB üyesi ülkelerin siyasi angajmanına borçludur.

Başka bir deyişle: AB'nin siyasi bir birlik olmadığı doğru

değildir. Ekonomik entegrasyon, bütün yönleriyle siyasi

birleşme arzusunu yansıtmaktadır.

     Bu, entegrasyon sürecinin 1952 yılında başlamasından

bu yana böyledir. Fransa Başbakanı Pleven 1951 yılında

Avrupa Kömür ve Çelik Birliğinin yanında bir de Avrupa

Savunma Birliğinin kurulmasını önermişti. Gerçi Pleven bu

konuda başarısız olmuş, ancak ortaya attığı düşünce bir daha

kaybolmamıştı.

     O dönemdeki Fransa Dışişleri Bakanı Robert Schuman

için AKÇB açıkça barış çabasıyla bağlantılıydı. Özellikle

Başbakan Helmut Kohl yönetimindeki Almanya, para birliğini

"Savaş ve Barış" meselesi olarak siyasi birlik hedefiyle

ilişkilendirdi.

     Bu yüzden, "Almanya'nın para birliğine verdiği destek

sadece yeniden birleşmesinin bir bedeliydi" şeklinde

düşünenlerle aynı fikirde değilim.

     Avrupa entegrasyon süreci yarım yüzyıldır, bazen

gerilemeler bazen de büyük adımlarla ilerliyor ve daha önce

ayrılmış olan pazarları sıkı ticari ilişkiler yoluyla

birbirine bağlamıştır. Tabii ki Avrupa'daki ekonomiler

birbirinin aynısı olmadığı gibi, kişi başına düşen milli

gelirler de tamamen dengelenmemiştir. Fakat, ekonomik

farklılıklar, tüm projeler içindeki en iddialı projenin,

yani para birliğinin hayata geçirilmesine engel teşkil

edecek kadar büyük olmadı.

     Bu tarihi anlamak çok önemli, çünkü AB yeniden bir

eşikte bulunuyor: Sözünü tutup Türkiye ile üyelik

müzakerelerine başlamalı mı? AB Anayasa Anlaşması'nın Fransa

ve Hollanda'da reddedilmesinden sonra birçok kişi, Avrupa'nın

sözünü tutamayacağını ve tutmaması gerektiğini söylüyorlar.

Burada benim dikkatimi tehlikeli bir gerçeklik çekiyor:

Entegrasyona en başından itibaren güç veren motor durumundaki

"barış" konusu bu olayların sonucunda ne yapılması gerektiği

tartışmalarında nadiren dile getiriliyor.

     Tam tersine, sorumluluk sahibi devlet adamları ve parti

genel başkanları Türkiye'nin üyeliğine karşı olduklarını

açıkça dile getirdiler. Bu insanların Schumann ve Monnet'ten

Avrupa'nın geleceği için neyin önemli olduğu konusunda bir

şeyler öğrenmiş olmalarını ümit etmiştim, fakat maalesef

bunun söz konusu olmadığı görülüyor. Benim tabii ki Türkiye

ile AB arasında herhangi bir askeri çatışma çıkmasından

korkum yok. Neticede Türkiye NATO'nun sadık bir üyesi.

Fakat Avrupa'da -özellikle Fransa, Almanya, İspanya ve

Hollanda'da- kültürler arasında nitekim İslam ile insani,

Hristiyan ve Yahudi gelenek arasında giderek kötüleşen ve

sertleşen bir çatışma ortaya çıkıyor.

     Bana göre, Müslüman Türkiye'nin Avrupa'nın siyasi

birliğine entegrasyonu meselesinde söz konusu olan şey,

Schumann ve Monnet'in karşı karşıya kaldıkları aynı

türdeki sorudur. Avrupa'nın, o dönemlerde ülkeler arasında

barışa ihtiyaç duyduğu gibi, bugün de kültürler arasında

barışa çok ihtiyacı vardır. Bu yüzden Türkiye'yi ortamıza

FRANKFURTER ALLGEMEINE ZEITUNG: "RASMUSSEN KUŞKULU"

     BERLİN, 10/08(BYE)--- Tirajı günde 375 bin 770 olan

muhafazakar eğilimli Frankfurter Allgemeine Zeitung'un

10 Ağustos 2005 tarihli sayısında, Robert von Lucius

imzasıyla ve yukarıdaki başlık altında yayımlanan haberin

çevirisi şöyledir:

     Danimarka Başbakanı Rasmussen, Türkiye'nin AB'ye

üyeliği konusunda duyduğu kuşkuyu ilk kez açıkça dile

getirdi. Liberal Venstre Partisi'nin bir toplantısında

konuşan Rasmussen, Türkiye ile müzakerelerin mutlaka tam

üyelikle sonuçlanması gerekmediğini söyledi. Rasmussen'in,

Ankara ile Brüksel arasındaki üyelik müzakerelerinin

3 Ekim'de başlatılmasından önce, "başka işbirliği

imkanlarının" dile getirilmesini sağlamaya çalıştığı

anlaşılıyor. Avrupa Birliği'nin Suriye ve Irak'la sınırları

olmasını tasavvur etmekte zorlandığını belirten Rasmussen,

"Türk kültürünü Avrupa'ya yerleştirmenin" zor olacağını

AS SAFİR: "KIBRIS... ACABA AVRUPA, ERDOĞAN'I KASITLI

           OLARAK MI SIKIŞTIRIYOR?"

     BEYRUT, 10/08(BYE)--- Tirajı günde 30 bin olan Suriye

yanlısı As Safir gazetesinin 6 Ağustos 2005 tarihli

sayısında, Muhammed Nureddin imzasıyla yukarıdaki başlık

altında yer alan makalenin çevirisi şöyledir:

     Türkiye-Avrupa ilişkilerinin mecrası yeniden değişti.

Türkiye, geçtiğimiz 17 Aralık'ta Brüksel zirvesinde üyelik

müzakerelerinin başlaması şeklindeki kararla rahatlamış,

ama bunun yanı sıra olumsuz gelişmeler de önüne çıkmıştı.

Fransa ve Hollanda'da Avrupa Anayasası'nın reddedilmesi,

bir yandan da Türkiye'nin katılımının reddedilmesiydi.

     Ankara, müzakere tarihinin yaklaşmasıyla birlikte

genç Bakan Ali Babacan'ı başmüzakereci tayin etti. Türkiye

bu adımla, yeni döneme hazır olduğunu ciddi bir şekilde

işaret etmiş oluyordu. Ne var ki 3 Ekim tarihine doğru

güvenli bir şekilde gidebilmek için neticeye bağlanması

gereken bir dosya daha vardı.

     Türkiye Başbakanı Recep Tayyip Erdoğan, son anda

ortaya çıkabilecek engelleri aşmak için elinden gelen

her türlü gayreti sarfetti. Birkaç gün önce Londra'ya

giderek Tony Blair ile biraraya gelmesinin tek amacı,

AB'nin dönem başkanlığını yürüten İngiltere'den yeşil

ışık almaktı ki Türkiye, geçen yıl AB'ye katılan 10 yeni

ülkeyle Gümrük Birliği Protokolü'nü imzalayabilsin. Öyle

de oldu. Erdoğan ülkesine döner dönmez geçtiğimiz Cuma

günü söz konusu protokol imzalandı.

     Gümrük Birliği Anlaşması'nın önemi şuradan

kaynaklanıyor: Türkiye'nin, 1974 yılından bu yana Güney

Rum Kesimi'nin temsil ettiği "Kıbrıs Cumhuriyeti" ile

doğrudan ekonomik ilişkiler kurmasını gerekli kılıyor.

Üyelik müzakerelerinin başlaması için söz konusu protokol

elzem bir koşul olunca Ankara, bu acı kadehten içme

cesaretini gösterdi. Ancak Ankara, Gümrük Protokolünün

imzalanmasının, Kıbrıs Cumhuriyeti'ni tanıma anlamına

gelmediğini bir deklarasyonla açıkladı. Deklarasyonda,

Gümrük Birliği'nde yer alan "Kıbrıs Cumhuriyeti"nin,

1963 yılında Ankara ile AB arasında imzalanan anlaşmada

yer alan bir devlet olmadığı belirtildi.

     AB'nin genişlemeden sorumlu koordinatörü Olli Rehn,

Ankara'nın Gümrük Birliği Anlaşması'nı imzalamasıyla

birlikte üyelik müzakerelerinin önünde herhangi bir engel

kalmadığını açıklamasına rağmen, Milliyet gazetesinin de

belirttiği gibi bazı Avrupa ülkelerinden "çatlak sesler"

çıkmaya başladı. Bu durum, Erdoğan Hükümeti'ne yönelik bir

baskı unsuru teşkil etmeye başladı ki bunu görmezden

gelmek mümkün değil.

     Türk sürecine muhalefet edenlerin başını Fransa

çekiyor. Fransız Başbakanı De Villepin, "AB'ye katılmaya

aday her ülke, Birliğin diğer üyelerini tanımak zorundadır.

Bu gerçekleşmeden herhangi bir ülkeyle (Türkiye)

müzakerelere başlamak mümkün değildir". De Villepin'in

ardından Avusturya Başbakan Yardımcısı da Türkiye'nin

tutumunun olumsuz olduğunu söyledi. Yunanistan da

Dışişleri Bakanlığı sözcüsü aracılığıyla, Türkiye'nin

tavrının değiştiğini açıklarken, Kıbrıs Hükümeti sözcüsü

ise Türkiye'nin, Avrupa'nın ve uluslararası camianın ilke

ve kurallarına uyması gerektiğini ifade ediyordu.

     Fransa, Avusturya, Yunanistan ve Kıbrıs Rum Kesimi'nin

Türkiye'ye karşı bu olumsuz tutumu, Ankara ile Brüksel

arasında gerilimli bir dönemin habercisi. Birçok konuda,

kartlar karışabilir.

     İlk olumsuz haber, Yunan Başbakanı Konstantis

Karamanlis'in 22-23 Ağustos'ta Ankara'ya yapacağı

ziyaretin ertelenmiş olması. Gerçekleşmesi halinde "tarihi"

bir ziyaret olacaktır. Zira bir Yunan Başbakanının 46 yıl

aradan sonra Türkiye'ye yapacağı ilk ziyaret olacak.

     İç duruma gelince: Avrupa'nın bu tavırları Erdoğan'ı

köşeye sıkıştırıyor. Gümrük Protokolünün imzalanması,

Kıbrıs Rumlarına taviz vermek olarak görülmektedir. Eski

Türk koşullarında böyle bir protokolün imzalanması mümkün

olmazdı. Avrupa'nın baskıları, Kıbrıs Cumhuriyeti'ni

(Rum) resmen tanıması halinde Erdoğan'ı, bir Türk davası

olan Kıbrıs konusunda "hain" hanesine koyacaktır. Böylece

Avrupa, yumuşak ve açılımcı bir yönelimi kaybedecektir.

Ankara'ya yönelik Avrupa baskıları, Erdoğan'ı aşırı

milliyetçiliğin savunucusu kategorisine koymaktan başka

bir işe yaramayacaktır. Dolayısıyla Yunanistan'la, Kıbrıs

ve Ege denizi konularında istikrarsızlık getirecektir.

     Türkiye, Erdoğan döneminde Avrupa'ya elini uzattı.

Kıbrıs'ta, Rumların reddettiği Kofi Annan planını destekledi.

Hassas olmasına rağmen Gümrük Protokolünü imzaladı. Ancak

Erdoğan'ın verdiği tavizlerin Türk kriterlerine göre bir

sınır var. Ana muhalefet lideri, Kıbrıs konusunun Meclis'te

görüşülmesi için şimdiden kendisine meydan okuyor.

Erdoğan'ın esnekliği, Kürt meselesinde olduğu gibi Kıbrıs

meselesinde de son bulabilir.

     AB'nin Kıbrıs adasında tarihi gerçekleri -öncelikle

Münih ve Zürih anlaşmaları- gözardı etmesi, "hata"dan

ziyade, daha önce tasavvur edilip kararlaştırılmış bir

tercih ya da yönelime daha yakın görünmektedir. Türkiye

ile üyelik müzakerelerine başlanmasına bazı Avrupa

ülkelerinin muhalefet etmesi, bu ülkelerin kaygı duyduğu
