FİNANCİAL TİMES DEUTSCHLAND: "BİRLİK PARTİLERİ TÜRKİYE'NİN

                              AB'YE ÜYELİĞİNE KARŞI MÜCADELE

                              EDİYOR"

     BERLİN, 24/05(BYE)--- Tirajı günde 100 bin 300 olan

liberal eğilimli Financial Times Deutschland gazetesinin

24 Mayıs 2005 tarihli sayısında, Wolfgang Proissl/Dilek

Zaptçıoğlu/Thomas Klau imzalarıyla ve yukarıdaki başlık

altında yayımlanan, Berlin/İstanbul/Brüksel çıkışlı

yazının çevirisi şöyledir:

     --CDU/CSU, Seçimin Kazanılması Durumunda Tartışmalı

       Üyeliğe Karşı Mücadele Edecek... Ankara Kırmızı-

       Yeşiller Hükümetinin Seçimi Kaybetmesiyle

       Uyuşmazlıkların Ortaya Çıkmasından Korkuyor--

     Hristiyan Birlik Partileri, hükümet görevini üstlenmeleri

halinde, Türkiye'nin AB üyeliğini engellemek için herşeyi

yapmak istiyorlar. Avrupa İşleri Komisyonu Başkanı Matthias

Wissman dün gazetemize yaptığı açıklamada, "İnsanlara, Birlik

Partileri hükümeti zamanında Türkiye'nin AB'ye üye olabilme

ihtimalinin çok çok düşük olacağını söyleyeceğiz" diyerek,

bu yüzden CDU ve CSU'nun, bu ülkenin üyeliğine olan

itirazlarını Federal Meclis seçim kampanyasının konusu

yapacaklarını söyledi.

     CDU'lu politikacı sözlerine şöyle devam etti: "Tabii ki

Almanya yalnız başına karar veremez. Fakat Almanya'nın AB

içerisindeki ağırlığı, Alman görüşünün belirgin bir şekilde

değişmesiyle muhtemelen Avrupa'daki görüşün de değişmesini

sağlayacaktır."

     Gerhard Schröder yönetimindeki Kırmızı-Yeşiller Hükümeti

şimdiye dek Türkiye'nin AB'ye alınmasının en kararlı

destekçileri arasında yer alıyor. AB, Recep Tayyip Erdoğan

hükümetine üyelik müzakerelerinin 3 Ekim'de -yani muhtemelen

18 Eylül'de yapılacak Federal Meclis seçimlerinden sonra-

başlayacağı güvencesi verdi. Seçimin sonucunun belirsizliği,

Türkiye'de, müzakerelerin bu tarihte gerçekten başlayıp

başlamayacağı konusundaki şüpheleri artırdı.

     Buna ilaveten, bu pazar günü Fransa'da ve 1 Haziran'da

Hollanda'da yapılacak referandumlarda AB Anayasasının

reddedilmesi durumunda üyelik perspektifinin bozulabilecek

olması da Türkiye'nin korkularını körüklüyor. Dün Brüksel'de,

"Türklerin AB'deki bu tartışmayı büyük bir gerginlik içinde

izledikleri" konuşuluyordu.

     Birlik partilerinin seçimleri kazanmasıyla ve Fransa'nın

AB Anayasasına "hayır" demesiyle, müzakerelerin ileri bir

tarihe atılması veya iptal edilmesi teorik olarak mümkün.

Şansölye seçilecek Angela Merkel ve Fransa Cumhurbaşkanı

Chirac'ın bu konuda ısrar etmeleri durumunda, diğer AB

hükümetleri bu ortak isteğe boyun eğebilirler.

     Ancak, Avrupa Parlamentosu'ndaki Hristiyan Demokratların

Grup Başkanı Hans-Gert Pöttering dün yaptığı açıklamada,

Birlik Partilerinin, müzakerelere başlanması tarihine

dokunmayacağını vurgularken, "Fakat bir hükümet değişikliği,

müzakerelerde kendini hissettirecektir" diye konuştu.

     Wissmann, Birlik Partilerinin "mevcut AB'yi

sağlamlaştırmak istediğini ve Avrupa'yı bir serbest ticaret

bölgesi haline getirecek süratli bir genişlemeyi istemediğini"

vurguladı.

     CDU Genel Başkanı Merkel, Türkiye'ye, tam üyeliğe

alternatif olarak "ayrıcalıklı ortaklık" teklif ediyor.

Birlik Partili politikacılar, buna ilaveten, AB ve Türkiye

arasında müzakerelerin ucu açık olarak yapılacağının

özellikle kararlaştırıldığını vurguluyorlar.

     Ankara'daki hükümet, resmi olarak kendini soğukkanlı

gösteriyor. Dışişleri Bakanı Abdullah Gül dün, "Türkiye'nin

ilişkileri partilerle değil, devletlerle ilgilidir" dedi.

Fakat Schröder'in seçimleri kaybetmesinden duyulan endişe

dün İstanbul Borsasını rahatsız etti. Türk hükümet

çevrelerinde, Berlin'deki hükümet değişikliğinin Türkiye'nin

üyelik şansına "kesinlikle olumsuz etki yapacağı" konuşuldu.

Ankara'nın bakış açısına göre, en önemli soru, müzakerelerin

3 Ekim'de başlayıp başlamayacağı. Erdoğan'ın danışmanları,

"Müzakerelere bir defa başlarsa, Berlin ya da Paris artık

bunu geriye döndüremeyecektir" diyorlar.

     Fakat bu arada Türkiye'deki etkin kanaat önderleri

arasında, Hristiyan Birlik Partilerinin "ayrıcalıklı

ortaklık" önerisine razı olma eğilimi olgunlaşıyor. Bunun

arkasında yatan neden, Merkel'in birkaç hafta önce Berlin'de

Türk yayıncı Aydın Doğan ve kendisine ait Hürriyet gazetesinin

Genel Yayın Yönetmeni Ertuğrul Özkök ile buluştuğu bir akşam

yemeği. CDU Genel Başkanı bu yemek sırasında önerisine açıklık

getirmişti.

     Özkök, iki gün önce Hürriyet gazetesinde bu konu hakkında

yazdı. Buna göre, Türkiye'ye güvenlik konularında hemen söz

hakkı önerilecek. Ortaklık teklifini destekleyen Türkler,

"Para ve serbest dolaşım tam üyelik durumunda da söz konusu

olmayacak" açıklaması yapıyorlar. Diğer bir avantaj: Türkiye

AB'ye tam üye olmadığı sürece, AB tarafından Kıbrıs konusunda

reformcusunu başmüzakereci yaparak üyelik arzusuna yeni

bir itici güç sağladı.

     Başbakan Tayyip Erdoğan görevi, milyarlarca dolar IMF

desteği elde eden reformların arkasındaki itici güç olarak

büyük ölçüde saygı duyulan ve ülkenin derin bir mali krizden

çıkmasına yardım eden 38 yaşındaki, ekonomiden sorumlu Devlet

Bakanı Ali Babacan'a verdiğini söyledi.

     Erdoğan televizyonda da yayımlanan, AKP grup

toplantısında yaptığı konuşmada, "Gençliği ve dinamizmi ile

başarılı olacağına inanıyorum" dedi.

     Söz konusu açıklama, 3 Ekim'de başlaması planlanan

üyelik müzakereleri için başmüzakerecisini belirlememiş

olmasından dolayı rahatsızlığını dile getiren mali

piyasalar ve Avrupa Birliği tarafından bekleniyordu.

     Eleştirmenler, gecikmenin aralık zirvesinde müzakereler

için başlangıç tarihi alır almaz AKP'de ortaya çıkan fikir

ayrılıklarını ve Ankara'daki siyasi oyunları yansıttığını

ileri sürmüşlerdi.

     Türkler zaten, yeni AB Anayasası konusunda Fransa ve

Hollanda'da yapılacak referandumlarda "hayır" oyunun

çıkmasının, AB umutlarının gerçekleşmesini geciktirmesinden

hatta raydan çıkarmasından endişe ediyor.

     Analist Tim Ash, "Hükümetin gerçekten de AB reform

cephesinde yakaladığı ivmeyi yeniden ele geçirmesi lazım

ya da hem Fransız-Hollanda AB referandumlarının hem de

Almanya'da yaklaşmakta olan seçimlerin etkisi altında

ezilme riski ile karşı karşıyalar. Hükümet üyelik sürecine

yeniden enerji kazandırmak gerektiğini anlamış olmalı ki

sonunda başmüzakereci olarak Babacan'ı atadı" dedi.

     --İlerideki Zorlu Yol--

     Teknik olarak Türkiye'nin AB üyeliği ve AB Anayasası

üzerindeki oylama arasında doğrudan bir bağlantı yok. Ancak

Türkiye Fransa'dan çıkacak bir "Hayır" oyunun, AB içerisinde

en azından kendi müzakerelerini geciktirecek bir krize yol

açmasından endişe ediyor. Oysa AB ne olursa olsun Ankara'ya

verdiği ekim sözünü yerine getirmeye çalışacağını açıkladı.

     Schröder, partisinin önemli bir eyalet seçimlerinde

Türkiye'nin üyeliğine güçlü bir şekilde karşı çıkan

muhafazakar muhalefet karşısında ağır yenilgiye uğramasının

ardından erken seçim çağrısında bulundu.

     Ankara Dış Siyaset Araştırmaları Merkezi'nden Suat

Kınıklıoğlu, "Bu, Almanya'dan gelen seçim haberlerinin

ardından AKP'nin bir hasar yönetimi çabası olabilir.

Kamuoyuna herşeyin kontrolleri altında olduğu izlenimini

vermek istiyorlar" dedi.

     Türk piyasaları Babacan'ın atanmasına pek tepki vermedi,

ancak analistler bunun olumlu bir hareket olduğunu

belirtiyorlar.

     Daha genç Türk neslin dışa dönük bir temsilcisi olarak

görülen İngilizce bilen bakan, IMF ile kısa bir süre önce

10 milyar dolarlık bir anlaşma için yapılan başarılı

müzakerelerde önemli bir rol oynadı.      

     Ancak yeni görevi daha ağır ve Dışişleri Bakanı

Abdullah Gül'ün himayesinde hiç şüphe yok ki zorlu ve uzun

olacak. Türkiye'nin, en erken 2015'ten önce üye olması

beklenmiyor ve seçmenlerin canını sıkabilecek siyasi

kararlar almak zorunda kalabilir.

     Resmi Anadolu Ajansı Erdoğan'ın, Babacan'ın AB görevini,

bakanlık sorumluluğuna ek olarak yürüteceğini söylediğini

     Alman Hristiyan Demokratlar'ın lideri Angela Merkel,

iktidara gelmeleri halinde Türkiye'nin Avrupa Birliği ile

üyelik müzakerelerini ellerinden geldiği ölçüde

yavaşlatacaklarını söyledi.

     Merkel'ın, bu şekilde Türkiye için imtiyazlı ortaklık

veya özel statü seçeneğine yönelmeyi amaçladığı belirtildi.

Almanya'da sonbaharda yapılması beklenen erken seçimleri

Hıristiyan Demokratlar'ın kazanma ihtimalinin yüksekliği,

Türkiye'nin Avrupa Birliği'ne üyelik sürecini ciddi şekilde

etkileyecek görünüyor.

Lagendijk, Alman Hristiyan Demokratlar'ın lideri Angela

Merkel'ın, görüşmelerinde, iktidara geldiklerinde,

Türkiye'nin üyelik müzakerelerini ellerinden geldiği ölçüde yavaşlatacağını söylediğini açıkladı.

     Lagendijk'ın NTV'ye verdiği bilgiye göre Merkel, bu

yolla, Türkiye için tam üyelik hedefinden vazgeçip imtiyazlı

ortaklık veya özel statü seçeneğine yöneleceklerini söyledi.

     --Eylül Seçimleri Önemli--

     Brüksel'deki Alman Hristiyan Demokratlar da, Almanya'da

Eylül başında yapılması beklenen seçimlerden zaferle çıkmaları

halinde, Türkiye için imtiyazlı ortaklık formülü için

çalışacaklarını belirttiler.

     Sosyalist Grubun Alman üyeleri ise Türkiye konusunun

seçim malzemesi yapılmaması için Hristiyan Demokratlar'la

görüşeceklerini açıkladılar. Avrupa Birliği Komisyonu

kaynakları da, gelişmeleri yakından ve ihtiyatla izlediklerini

söyledi.

     Bu arada Almanya Başbakanı Gerhard Schröder'in ülkedeki

muhalefet partilerinin liderleriyle gerçekleştirdiği

görüşmelerden sonra yapılan açıklamada güven oylamasının

1 Temmuz'da yapılmasının planlandığı belirtildi.

     Alman medyasına göre bu durumda, erken genel seçimlerin

AP: "AB İLE KATILIM MÜZAKERELERİ ÖNCESİNDE TÜRKİYE'DEN

     KARMAŞIK SİNYALLER"

     İSTANBUL, 24/05(AP)(BYE)--- James C. Helicke bildiriyor:

     Türkiye son günlerde erotik televiyon kanallarını

yayından kaldırdı, alkolden alınan vergileri sert bir

şekilde artırdı. İktidar partisinden milletvekilleri zinayı

yasaklamak üzere yoğun girişimlerde bulundular.

     Son yıllarda eşi benzeri olmayan demokratik reformlar

gerçekleştiren bu Müslüman ülkeyi elit ülkelerin yer aldığı

klubün üyeliğine hiç olmadığı kadar çok yaklaştıran bu

hükümetin böyle bir tavır sergileyeceğini AB asla tahmin

edemezdi.

     Aralık ayında AB katılım müzakerelerinin önünü açma

kararı aldığından bu yana kendisini, dine daha çok önem

verilmesi gerektiğini söyleyenler, AB'nin talep ettiği

reformlara soğuk bakan milliyetçiler ve AB ile bir an

evvel katılım müzakerelerine başlanması gerektiğini

söyleyen AB fanatikleri arasında bulan Başbakan Recep
